    Mike is the editor of Public Finance, the official magazine of the Chartered Institute of Public Finance and Accountancy (CIPFA). He has been the editor of PF for 10 years and previously worked on business titles covering the worlds of HR and printing. Before that, he was an economic analyst, working in the City.

  • Keith Davis - Director of Cross Government Studies: National Audit Office

    Keith Davis is the Director of the National Audit Office’s Cross-Government work. His role includes leading recent studies on restructuring central government, major project assurance, collaborative procurement, public service pensions and VFM (Value-for-Money) savings. He also specialises in process improvement and corporate service VFM . In addition, he is joint lead on the NAO’s strategic theme of cost effective delivery. Previously, he managed value for money reviews of the BBC and was Head of Press Office at the NAO. He is a qualified accountant (Chartered Institute of Public Finance and Accountancy).

    10:00 - 10:20: 'Quango Reform: A New Era for Arms Length Bodies - Managing Transitions; Making Sure Reforms Work'

    Chris is Founder of Big Thoughts, the food and drinks business he set up to lead a management buy-out from The Coca-Cola Company early in 2001. He was was previously Managing Director of Coca-Cola Great Britain and before that he was with Grand Met (now Diageo), Allied Domecq, HP Bulmer, Mars and ACNielsen. He is a former President of the British Soft Drinks Association. Chris is Chair of Directgov, the organisation at the heart of transforming the delivery of public services. Until very recently, Chris was Chairman of the Learning and Skills Council (LSC), the organisation responsible for Post-16 education and training in England, including public investment of £12.8 billion per annum. The LSC’s responsibilities transferred to successor organisations in April 2010. He is Deputy Pro-Chancellor of the University of Birmingham; and a member of the Commission for Women and Work. Chris is Chair of the Public Chairs’ Forum (PCF), a network for Chairs of public bodies whose aim is to improve the efficiency and effectiveness of the delivery of public services in the UK. Chris was, for many years, Deputy Chair of the National Employment Panel, advising Government on Welfare to Work reform, and was, until recently, a member of the Board of Improve Ltd, the Food and Drink Sector Skills Council. Chris is a graduate of Birmingham University and has an MBA from Aston. He is a Fellow of the Chartered Management Institute; and a Member of the Marketing Society. Chris was named Ernst & Young Entrepreneur of the Year in 2004 (Consumer Products, London), in recognition of the success of Big Thoughts and was made a CBE for services to young people and the unemployed in the 2003 Queen’s Birthday Honours.

    Quentin is a partner in PwC’s Business Recovery Services team. Over the past nine years, Quentin has specialised in turnaround and restructuring, working with organisations (and their stakeholders) facing financial challenge and distress. He has a broad range of private sector experience in restructurings and turnaround, and has applied this experience to work across the public sector, including the NHS. Quentin has significant experience in developing cost reduction and turnaround plans, as well as the rapid ‘hands-on’ implementation of programme management solutions.
